I wouldn’t have France up there at all. I’d rate Belgium way ahead of France. They didn’t have to qualify for Euro 2016. Although they finished top of their group for WC qualifiers, they were in with an average Swedish team and a Dutch team in serious decline.
Beyond Spain and Germany, the quality of international football in Europe is not good, in my opinion. Too many teams get to qualify for World Cups and European Championships to the point that losing as few games as possible will get you a good chance of qualifying. Previously you’d have to win as many games as possible to qualify. A true case in point would be arguably Ireland’s best ever team (Euro '92 qualifiers - Bonnar, Irwin, McGrath, Roy Keane becoming a superstar, Townsend in his prime, Aldridge, Houghton, O’Leary, etc) didn’t qualify for Euro '92 despite being unbeaten. When only one team qualified, you really needed to win more games than currently.
