I agree with you, there will be routes that need a subvention, and the activity on those routes should be measured, in terms of passenger type/journey type/payment methods etc. If the subvention is properly targeted, it may well reach those users and routes most in need. But the hard info must be shown first. Incidentally, CIE bus company was formed, way back in the 1930's by taking over a number of private bus operators and expanding the numbers employed. So its not like BE doesn't have any record of taking initiatives, it does, but just not of recent years.
